December 24, 2007 (LPAC)--Governor Arnold Schwarzenegger announced December 14 that he plans to declare a "fiscal emergency" to prepare to slash public services as the world financial crisis destroys the state's economy.

Eight days earlier, the little-known Protocol Foundation announced it and the governor would begin, reluctantly, to divulge which wealthy individuals contribute through the Foundation to finance Schwarzenegger's lavish trips abroad and his other get-togethers with High Society.

The names had been kept secret, as a Chamber of Commerce-affiliated channel for supporting state business promotion. But the governor himself appeared at a lucrative November 7 Protocol Foundation fundraising dinner, and this raised public criticism from ethics watchdogs.

The Protocol Foundation is a project of its chairman, Charlotte Maillaird Swig Shultz. She is the wife of George Shultz, the former cabinet offir and original composer of the Bush-Cheney Administration. Mr. Shultz, a prime representative of the London-New York financial power axis, shares control over Governor Schwarzenegger with the Kennedys (Mrs. Schwarzenegger is JFK's neice) and their financier, Felix Rohatyn. Shultz and Rohatyn both took part in the coup installing the fascist regime of Augusto Pinochet in Chile.

Mrs. Shultz, "the most powerful woman in San Francisco," has been chief of protocol (meaning the government's social relations with elite personages) for the city of San Francisco since the 1960s, and Schwarzenegger's chief of protocol for California since 2004.

A legendary Anglophile, Charlotte Shultz was made Honorary Commander of the Royal Victorian Order by Queen Elizabeth II. She and George Shultz hosted a private dinner in their San Francisco penthouse for then-Prime Minister Tony Blair in July, 2006, and the couple shepherded Blair around to California billionaires and big-shots.

Mrs. Shultz is the widow of two previous husbands. Melvin Swig (husband #2, 1988-1993) left her a good portion of his fortune as a hotel and real estate mogul. Swig was a backer of right-wing Israeli politics, a prime funder of the anti-LaRouche American Family Foundation. Swig was a national commissioner of the Anti-Defamation League, whose San Francisco office was the center of a notorious, disgraced, police-connected spy ring against liberals and civil rights groups.
