Currently, the United States has a labor force of young people which is not qualified to do much more than pick their nose. Therefore, we're going to have to create in the United States, a peculiar kind of revival of what Roosevelt created as the CCC, the Civilian Conservation Corps. We're going to have to take these young people, who have very little chance of developing modern skills, and we're going to have to open an academic type of alternative to military service, or it may include people in military service; but like a Corps of Engineers, in an extended sense. And taking young people into this, and giving them an orientation to begin to develop themselves as becoming a productive force in society, a meaningful force.

The bankruptcy reorganization needed for our crumbling economic system today, which lies at the root of the LaRouche Plan, means removing all support for the Monetary system. The functional concept of the railroad-system, as a system, was clearly established in intention, by the work done by President John Quincy Adams’ defining the policy of establishing the United States as a transcontinental nation, from the Canadian northern border to the Mexican border, at the south, and overland from the Atlantic coast to the Pacific. Today, the United States requires the implementation of high-speed ground-based transport, as by rail or magnetic-levitation rail systems, which is both the optimal policy, and the modality which is optimal for both the people and the productive economy. The over-emphasis on dependency on the private automobile, instead of rail and comparable modes, has been insane, and very costly, in its sundry varieties of effects.
Considering the past 40 years of sheer monetarist lunacy and rabid take-down of the world's physical economy, what the world urgently needs now is development--and A LOT of it! The HMO system is to be canceled, and replaced immediately by a return to a Hill-Burton design of system, with a funding mechanism, by the Federal government, which will be the funding to reestablish the Hill-Burton standard, for hospitals and other institutions as they stand now. In other words, as each institution stands now, immediately they're going into protection under a Hill-Burton program, for all related institutions, and the funding for that, will come through a single-payer-type program, which the Conyers bill is a good keystone around which to build this result. That's a practical matter: It can work. It will work.
Where does the standard for Universal American Healthcare come from? Franklin Roosevelt's Hill-Burton standard. The current "health reform" proposal of President Barack Obama comes no where close to the breakthrough healthcare policy that Roosevelt established in the 1940's, and furthermore, Obama's policy if not defeated will kill more people than the Nazi's did with their "health reform". There are much deeper issues that must be considered in crafting a successful Health Care policy today, issues of mortality, immortality, making decisions based on the future, what is real value versus monetary value and so on. These were the kinds of issues Roosevelt had to confront PERSONALLY, in his near death experience with polio. The discoveries made by Roosevelt in personally overcoming the limitations of his mortality gave him the proper lens through which to situate his identity in the long span of history, and think of policies like healthcare as security for the posterity of the nation and a defence of the gereral welfare as our constitution dictates, rather than today's cost cutting fiscally frenzied President. So, the time has come to learn the lessons of Franklin Roosevelt's approach to public health. Repeal HMO's and Revive the Hill-Burton standard!
